Canada has launched its first-ever Tech Talent Strategy to attract Tech & Business Talent

On 27 June 2023, Canadian Immigration Minister Sean Fraser has launched Canada’s first ever Tech Talent Strategy at ‘Collision 2023’ to attract Tech & Business Talent from across the globe. The fast growing industries of Canada will offer the jobs of the future, and hence, the organizations require access to top global talent in order to support innovation, and drive emerging technologies forward.

In fact, recently announced category-based selection of STEM applicants thorough Express Entry draws, was part of Canada’s Tech Talent strategy only. Hence, its indeed a good news for Tech professionals looking to move to Canada on Permanent Resident (PR) Visa.

Tech Talent Strategy of Canada

The new Tech Talent Strategy comprise a few key measures and enhancements on existing measures to help businesses in Canada flourish in a competitive landscape. Speaking about the new strategy Minister Fraser said, “We’re enthusiastic about the ambitious goals we have set in immigration, because they aren’t just about numbers—they are strategic. With Canada’s first-ever immigration Tech Talent Strategy, we’re targeting newcomers that can help enshrine Canada as a world leader in a variety of emerging technologies.

Key measures under the new strategy

As part of its first-ever Tech Talent Strategy, Canadian government has announced the following forceful and appealing measures:

  • Designing of an open work permit stream for H-1B specialty occupation visa holders in the US to apply for a Canadian work permit, and study or work permit options for their accompanying family members
  • the development of an Innovation Stream under to the IMP (International Mobility Program) to lure extremely talented individuals, options for which comprise:
    • employer-specific work permits for up to 5 years for workers destined to work for a company identified by Canadian government as contributing to industrial innovation goals of the country
    • open work permits for up to 5 years for highly skilled workers in select in-demand occupations
  • a return to the 14-day service standard for work permits under the GTS (Global Skills Strategy).
  • the promotion of Canada as a destination for digital migrants
  • Designing of a STEM-specific draw under category-based selection to issue extra ITAs under the Express Entry program
  • Modifications/enhancements to the Start-up Visa Program
    • IRCC has allocated more places to this program for 2023, with further increases planned for 2024 and 2025.
    • Candidates will be able to apply for a work permit that is up to 3 years in duration instead of 1 year.
    • Candidates will be able to apply for an open work permit instead of one that limits them to working for their own start-up.
    • The IRCC is making this 3-year open work permit available to each member of the entrepreneurial team instead of only those who are essential and urgently needed in Canada.
    • The IRCC is prioritizing applications that are supported by venture capital, angel investor groups and business incubators and have capital committed, along with applications that are supported by business incubators who are members of Canada’s Tech Network.
