Ontario's Major PNP Immigration Draws Prioritize In-Demand Skills

In a significant move to address its labor market needs, recently, Ontario's Provincial Nominee Program (OINP) has issued thousands of invitations in a series of targeted draws. On September 2, the OINP extended 2,643 invitations across three key streams, focusing on individuals with job offers in high-demand sectors like healthcare and early childhood education. This selection process highlights Ontario's strategic approach to using immigration to fill critical labor gaps.

The draws, which considered profiles created between July 2 and September 2, 2025, show a clear emphasis on specific skill sets. The detailed breakdown of the draws is as follows:

Who Was Invited? A Look at the Occupations

The OINP's focus was precise, inviting only those candidates with job offers in specific National Occupational Classification (NOC) codes. This targeted selection ensures that new immigrants are able to immediately contribute to the province's economy.

For the Employer Job Offer: Foreign Worker and International Student streams, the invited occupations were heavily concentrated in the healthcare sector:

  • NOC 31100 – Specialists in clinical and laboratory medicine
  • NOC 31101 – Specialists in surgery
  • NOC 31102 – General practitioners and family physicians
  • NOC 31300 – Nursing co-ordinators and supervisors
  • NOC 31301 – Registered nurses and registered psychiatric nurses
  • NOC 31302 – Nurse practitioners
  • NOC 31303 – Physician assistants, midwives and allied health professionals
  • NOC 32101 – Licensed practical nurses
  • NOC 33102 – Nurse aides, orderlies and patient service associates
  • NOC 42202 – Early childhood educators and assistants

The Employer Job Offer: In-Demand Skills stream targeted a specific need within the caregiving sector:

  • NOC 44101 - Home support workers, housekeepers and related occupations

The New Employer Portal: A Key Change

A notable change in the OINP's process is the shift to a new system where employers are now responsible for submitting job offers and Expressions of Interest (EOI) through the Employer Portal. This streamlined approach, effective since July 2, 2025, ensures that only candidates with officially registered job offers are considered. As a result, candidates who previously created EOIs must now collaborate with their employers to re-submit their profiles through the new portal to be eligible for future draws.

Successful candidates who receive a provincial nomination from the OINP can now proceed with their application for permanent residence with the federal government. This recent series of draws underscores Ontario's commitment to a more strategic and employer-driven immigration model.
