Ontario's 2024 International Study Permit Allocation Plan Unveiled

The Government of Ontario has revealed its strategy for international study permits in 2024, aiming to strengthen postsecondary education in public institutions to align with the province's workforce requirements.

Under this plan, 96% of study permits will be allocated to public universities and colleges in Ontario, while the remaining 4% will be distributed among language schools, private universities, and other provincial institutions. Notably, career colleges, typically private entities, will not be included in this allocation.

Addressing High-Demand Sectors while Ensuring Equitable Distribution

Ontario will prioritize programs in areas such as skilled trades, health human resources, STEM fields, hospitality, and childcare. Additionally, there will be an emphasis on French-language enrolment to meet the needs of employers seeking bilingual workers.

The allocation of study permits to individual institutions will be capped based on their 2023 issuance levels. Most public universities and colleges will maintain their 2023 application levels, except for specific cases like Algoma University and some colleges with public-private partnerships.

Aligning with National Study Permit Caps

This announcement follows the decision by Immigration, Refugees, and Citizenship Canada to cap study permits for international undergraduate students across Canada for 2024 and 2025.

Ontario's Approach Compared to Other Provinces

Ontario's allocation strategy differs from that of other provinces, like British Columbia, which distributes permits more evenly between public and private institutions. Despite this difference, Ontario's study permit quota is anticipated to be the largest in Canada based on population size.

Navigating PAL Procurement

International students planning to study in Ontario should reach out to their chosen institution for information on obtaining Provincial Attestation Letters (PALs), which are crucial for study permit applications. The PAL issuance system is expected to commence soon, with Designated Learning Institutions (DLIs) applying on behalf of students to the Ontario Ministry of Colleges and Universities.

Applicants must keep an eye out for more updates as Ontario finalizes its PAL issuance process ahead of the federal government's March 31st deadline.
