Immigration, Refugees and Citizenship Canada (IRCC) has conducted a new Express Entry draw, issuing 1,000 Invitations to Apply (ITAs) for permanent residence to candidates under the Canadian Experience Class (CEC). This marks the second CEC-specific draw to be held within a fortnight, signalling IRCC's continued strategic focus on transitioning skilled temporary residents already in Canada to permanent resident status.
The draw, which took place on November 12, 2025, extended invitations to candidates who met the following minimum criteria:

This latest round of invitations is the second Express Entry draw conducted in November and follows a Provincial Nominee Program (PNP) draw on November 10, a French language proficiency draw on October 29, and a prior CEC draw on October 28. This consistent, alternating pattern indicates IRCC is strategically managing the intake across its priority streams—domestic skilled workers, regional development (PNP), and Francophone immigration—while maintaining an elevated minimum CRS score. Thus far, IRCC has issued 83,199 ITAs through the Express Entry system in 2025.Â

The Canadian Experience Class (CEC) stream, despite having fewer draw cycles than the PNP, is the second most frequent, underscoring IRCC's ongoing strategy to retain candidates who have already demonstrated successful integration into the Canadian economy through local work experience.
The new category-based selection draws (French-language proficiency, Healthcare, Education, and Trade) collectively account for a significant portion of the remaining draws, signalling the department's use of targeted selection to address acute sectoral labour shortages across the country.
