Australia seeks Feedback for Skills in Demand (SID) Visa Core Skills Occupation List (CSOL)

The Skills in Demand (SID) visa is gearing up to replace the subclass 482 – Temporary Skill Shortage visa by the year's end. One pivotal aspect of its Core Skills Pathway lies in the Core Skills Occupation List (CSOL), which is currently open for feedback. Additionally, the Australian and New Zealand Standard Classification of Occupations (ANZSCO) is being updated to reflect contemporary demands.

Three distinct pathways of SID

The SID visa introduces three distinct pathways:

  1. Specialist Skills Pathway: Reserved for high-paying roles, expected to exclude lower-skilled positions like trades, machinery operators, drivers, and labourers.
  2. Core Skills Pathway: Analogous to the current requirements for 482 visas.
  3. Essential Skills Pathway: Tailored for lower-paid yet vital occupations, particularly in sectors like healthcare.

Among these, the Core Skills Pathway stands out as the only one with an occupation list subject to regular updates, catering to a wide array of industries needing supplemental workforce. Jobs and Skills Australia (JSA), a governmental body, oversees labour market analysis and stakeholder engagement, crucial for informing the CSOL's composition. Ultimately, the Minister for Immigration, Citizenship, and Multicultural Affairs makes the final decision.

Stakeholder engagement has commenced with a drafted CSOL, considering various factors such as the Skills Priority List, which gauges occupation shortages in the Australian labour market. JSA classifies occupations into three lists:

  1. Confident on-list: Occupations deemed suitable for the CSOL, some of which are not currently listed in the Medium and Long-term Strategic Skills List (MLTSSL), including certain dental assistant roles, enrolled nurses, Wushu martial arts instructors, and yoga instructors.
  2. Confident off-list: Occupations not deemed suitable for the CSOL, encompassing certain agriculture roles, lower-skilled management positions, highly talented arts occupations, and some currently listed in the Regional Occupation List.
  3. Targeted for consultation: Occupations for which JSA seeks feedback from stakeholders, primarily in agriculture, accounting, hospitality, and trade sectors.

JSA welcomes feedback on off-list occupations as well, with submissions accepted until May 31, 2024. Occupations not making the CSOL may still find placement in other visa categories, such as the subclass 494 – Skilled Employer Sponsored Regional (Provisional) visa. Equally significant is the dictionary of occupations employed in this process.
