IRCC Conducts Largest PNP Express Entry Draw of 2025- Invites 1,123 Candidates

The draw, held today, is the first in December and specifically targeted candidates who had previously received a provincial nomination. This nomination significantly boosts an applicant's Comprehensive Ranking System (CRS) score, which was reflected in the minimum score of 729 required to receive an Invitation to Apply (ITA).

Draw Requirements and Context

To be considered in this massive PNP draw, candidates needed to have created their Express Entry profile before 5:10 a.m., Universal Coordinated Time (UTC) on March 5, 2025, according to the department's tie-breaking rule.

The latest PNP draw follows a very active end to November, including a large French language proficiency draw on November 28, a Canadian Experience Class (CEC) draw on November 26, and a smaller PNP draw on November 25.

With this latest round, IRCC has now issued 95,599 ITAs through the Express Entry system in 2025, putting the department on track for one of its busiest years on record.

While the total number of ITAs for the year is high, draw trends show a clear focus on the Provincial Nominee Program. The PNP stream accounts for 23 draws this year, more than any other category.

However, in terms of sheer volume, IRCC’s focus on category-based selections has resulted in the largest number of invitations going to candidates with French-language proficiency and those in the Canadian Experience Class (CEC).
