The Manitoba Provincial Nominee Program (MPNP) starts the month with a substantial immigration draw, issuing 862 Letters of Advice to Apply (LAAs) for provincial nomination to skilled worker candidates. This latest round, Draw #255 held on October 9, 2025, strategically focused on addressing critical labour shortages in the province, particularly within the in-demand healthcare sector.
The invitations were distributed across two main categories: an occupation-specific selection under the Skilled Worker in Manitoba stream and an employer-driven selection via Strategic Recruitment Initiatives, which includes candidates from both the Skilled Worker in Manitoba and Skilled Worker Overseas pathways.
Healthcare Dominates Occupation-Specific Selection
A majority of the invitations, 583 LAAs, went to candidates already working in Manitoba under the Skilled Worker in Manitoba stream. This targeted selection focused exclusively on professions essential to the province's healthcare infrastructure.
Invitations were issued to profiles that declared current employment in:

Strategic Recruitment Initiatives Bolster Skilled Worker Stream
An additional 279 LAAs were issued to candidates whose profiles indicated they were directly invited by the MPNP through a strategic recruitment initiative. This pathway enables the MPNP to collaborate with local employers, communities, and cultural organizations to identify and invite overseas candidates with strong settlement potential.
Of particular note is the continued prioritization of candidates under the Temporary Public Policy to Facilitate Work Permits for Prospective PNP Candidates (TPP). This is the second consecutive draw in which the MPNP has leveraged this policy, which is jointly supported by Immigration, Refugees and Citizenship Canada (IRCC) and the Government of Manitoba.
The breakdown of LAAs issued through the strategic recruitment initiatives is as follows:

Overall, 203 of the total 862 LAAs were issued to candidates who also declared having a valid Express Entry profile number and job seeker validation code, potentially enabling them to benefit from accelerated federal processing if nominated.
Points to Remember
The MPNP also provided clarification for candidates who may have met the draw criteria but did not receive an LAA. Possible reasons for exclusion include failing to provide a valid test number for an approved third-party language test (or having expired results) or not providing a valid invitation number when declaring receipt of an invitation under a strategic recruitment initiative.
Furthermore, candidates invited who work in a regulated occupation are required to hold the relevant, valid Manitoba license and must provide proof of completing all necessary licensing steps to maintain their invitation. Failure to do so can lead to a rejection of the final application.
