IRCC Issues 777 Invitations in Latest PNP Draw- CRS Drops to 699

Immigration, Refugees and Citizenship Canada (IRCC) has conducted its second-largest Provincial Nominee Program (PNP) draw of the year, issuing 777 Invitations to Apply (ITAs) for permanent residence.

In a promising development for candidates, the Comprehensive Ranking System (CRS) cut-off score dropped to 699, the lowest threshold seen in nine months for this category.

This year, Canada has leaned heavily on the Provincial Nominee Program to meet its immigration targets. Of the 87,476 ITAs issued so far in 2025, PNP draws have been the most frequent, totalling 22 distinct rounds of invitations. A breakdown of the number of draws by type this year is provided below:

The drop to a CRS score of 699 suggests a slight clearing of the high-scoring PNP inventory. Since PNP candidates automatically receive 600 points upon nomination, a score of 699 implies a base core Human Capital score of just 99, indicating that provinces are nominating candidates across a very wide spectrum of professional backgrounds and skill levels.
