IELTS Score is no longer a hurdle for Canada Immigration

Immigration, Refugees & Citizenship Canada offers more than 80 economic immigration programs for immigrants who wish to migrate to Canada. One of key immigration programs among all is the Express Entry. Nevertheless, the Canada PR requirement for language proficiency is highly important, as English is the first official language of Canada, with French being the second language.

Proving an English language proficiency is necessary, the only options where you can move to Canada without IELTS is on a temporary basis, i.e. Canada’s visitor or work visa. Because, as a permanent resident, you must be competent enough in English to communicate with employers, neighbors, your doctor, and more. Your chances of successfully migrating to Canada improves if your English language score is good enough. For Canadian immigration, applicants can choose to submit the results from any one of testing options, i.e. IELTS, CELPIP, TEF, or TCF.

Sometimes meeting a high scoring requirement like CLB 7 or above makes it difficult for non-native English speakers and they fail to make it to the final approval. Applicants may score well at other factors, like, educational qualification, work experience, age and so on, but they end up scoring low under one of the key Express Entry criteria, i.e. English language skills.

But, one never lose hope! To cater to such eligible applicants, Canada’s Provincial Nominee Programs come to rescue. Many PNP streams selects and nominates eligible candidates from the Express entry pool for Canada PR even with a low IELTS score ranging between CLB 4-6.

Let’s find out the best Provincial Nominee program via which you can obtain PR in Canada without IELTS score of minimum CLB 7 or above.

SINP (Saskatchewan Immigrant Nominee Program)

The SINP has a collection of exclusive immigration pathways that enables foreign nationals to obtain permanent residence in Canada. The PNP is strategically designed to invite those immigrants who can contribute to the provincial economic growth, like, skilled workers, workers in sectors where there is labour shortage, workers with prior job offers, and businessmen. The province operates different PNP streams, which are largely divided among three categories:

  • Saskatchewan International Skilled Worker
  • Saskatchewan Experience
  • Saskatchewan Entrepreneur and Farm

Among all three, the Saskatchewan International Skilled Worker is most popular for its Express Entry and Occupations In-Demand sub-categories.

Choosing SINP’s Occupations In-Demand sub-category

If your Express entry profile is still in the pool and you are waiting for your ITA for Canada PR due to a low CRS score or more specifically a low language proficiency score, then the SINP OID subcategory is an ideal choice.

You can choose to apply as a provincial nominee under SINP- OID even with a language proficiency score of as low as CLB 4. Yes, in order to be eligible for the Saskatchewan Occupations In-Demand stream, you are required to demonstrate a proof of English or French language proficiency and must have a valid language test score equivalent to the CLB level 4 or higher, which is definitely less than what is required under Express Entry’s FSWP, i.e. CLB 7 or above.

As mentioned, in case of Federal Skilled Worker Program, which is most popular route for Canada’s economic immigration, an applicant must provide a test result and obtain minimum score is a CLB 7 in all four abilities, which corresponds to a 6.0 in all four category on the General Training section of the IELTS.

Though, CLB 7 is a good enough score to be considered, but, applicants with CLB 8 or more stands a better chance to compete with other candidates in the Express Entry pool, which ensures them a better chance of obtaining an ITA at Canadian permanent residence.

In such a case, choosing SINP’s OID stream to apply for Canada PR can prove a fruitful option for you.

Apart from a minimum language score of CLB 4, if you choose to apply for Canada PR as a skilled workers under SINP’s OID sub-category, then:

  • You don’t need to have a prior job offer in hand from an employer in Saskatchewan. You just need to be highly skilled in an in-demand occupation in the province
  • You must submit an Expression of Interest (EOI), a very first step to applying to the SINP
  • You must score minimum 60 points out of 100 on the SINP point assessment grid
  • You must have completed post-secondary education, apprenticeship or training
  • You must have a diploma, certificate or degree (in case of education obtained outside of Canada, submit an educational credential assessment report)
