Although, English Language proficiency requirement for Canada PR is IELTS band 6, however, certain immigration programs, i.e. Saskatchewan Immigrant Nominee Program (SINP) of Canada accept the applicants with low English proficiency as well. The SINP requires CLB 4 level of language proficiency, which is equivalent to IELTS band score, 4 (IELTS writing), 3.5 (Reading), 4.5 (Listening), and 4 (Speaking).
