IRCC Opens First Express Entry Draw of 2025- Invites PNP Candidates

The Immigration Refugees, and Citizenship Canada (IRCC) opened the first Express Entry draw of the year on January 7, 2025. This was the dedicated draw for Provincial Nominee Program (PNP) candidates issuing total 471 Invitations to Apply (ITAs) for Canadian Permanent Resident (PR) Visa. The candidates who already have received the provincial nomination from a Canadian province were eligible to get ITA in this particular draw from IRCC.

The IRCC started the year with a PNP only Express Entry draw inviting 471 candidates who had the CRS Score of 791 or higher.

Last year, i.e. in 2024, IRCC's Express Entry program issued total 98,903 invitations to skilled workers through 52 EE draws, supporting the country's commitment to diversity and prosperity.

Increased Emphasis on Express Entry in 2025 Immigration

Canada's 2025 immigration plan will see a significant shift towards the Express Entry system. The federal government has increased the target for admissions under Federal Economic Programs to 124,590, up from 110,770 in 2024.

This increase coincides with a substantial rise in the allocation for the Federal High-Skilled (FHS) category, which includes Express Entry. In 2024, FHS comprised 22.8% of overall planned admissions. In 2025, this share is projected to increase to 31.5%, now divided between "In-Canada Focus" and "Federal Economic Priorities" streams.

Furthermore, the Provincial Nominee Program (PNP) allocation is being scaled back significantly, dropping from 110,000 admissions in 2024 to 55,000 in 2025. This reduction will further enhance the importance of Express Entry pathways for skilled workers seeking to immigrate to Canada.

Key Changes

  • Increased FHS Allocation: A larger portion of the immigration targets will be allocated to the FHS category, which houses Express Entry.
  • Reduced PNP Allocation: The significant decrease in PNP admissions will direct a greater number of economic immigrants towards Express Entry.
  • Express Entry's Growing Role: As a result of these changes, Express Entry will play a more crucial role in Canada's immigration system in 2025.
