The Rural and Francophone minority communities play a crucial role in Canada's long-term growth and linguistic diversity. Yet, these communities face unique economic and demographic challenges. To address these issues, the Government of Canada is launching two new immigration pilots this fall aimed at attracting the skilled workers needed to boost their economies and communities.
On May 21, 2024, Canadian immigration minister Marc Miller announced the opening of the community application process for the Rural Community Immigration Pilot and the Francophone Community Immigration Pilot. Economic development organizations across Canada are invited to apply for participation in one or both pilots. These organizations must demonstrate their eligibility and how immigration will enhance their local economies.
Immigration, Refugees and Citizenship Canada (IRCC) will select up to 15 communities to participate in the pilots based on their economic needs, the availability of services and programs to support newcomers, and the capacity of their economic development organizations to collaborate with IRCC. The selected communities will be announced in the coming months, with onboarding and training beginning this fall. Interested organizations must submit their applications using IRCC’s questionnaire by July 2, 2024.

Its goal is to ensure that rural communities can continue accessing programs that address labour shortages and support local businesses in finding the necessary workers. It will create pathways to permanent residence for newcomers who can help alleviate critical job shortages and are interested in settling long-term in these smaller communities.
