Quebec to Axe the backlog of outstanding QSWP applications- Emphasizes on New Criteria

The Quebec government is planning to remove the backlog of outstanding applications received for Quebec Skilled Worker Program (QSWP) before August 2, 2018. The idea is to enhance the processing time and other criteria to match the specific labour market requirements. A new immigration bill tabled on February 7, 2019, by the new Coalition Avenir Quebec (CAQ) government of the province, which includes the proposal for terminating the outstanding backlog of QSWP applications.

Government plans to cancel the backlog of applications

The new plan recommends the cancellation of 18,000 applications on which decisions is yet to be taken, i.e. approval or rejection, etc. It also suggests to refund the government processing fees accepted for the applications. Apart from the other proposals, the new legislation also introduces changes to Quebec's Immigration Act that put emphasis an immigrant's "responsibility" to learn French language as well as the Quebec values. The Quebec government also revealed the possibility of imposing conditions on permanent residence - a move that could land the province in court.

He mentioned that the backlogged applications were submitted when the QSWP was based on the first-come, first-served basis, which he said was not matching with Quebec's workforce requirements.
