Quebec has issued 444 Invitations to apply for CSQ in the Latest Invitation round

Quebec- one of the major Canadian province has opened latest draw of QSWP (Quebec Skilled Worker Program) on August 19, 2019. The latest invitation rounds of QSWP invited 444 foreign skilled workers to apply for Quebec Selection Certificate (CSQ).

In this latest draw, QSWP focused on the applicants with EOI (Expression of Interest) in the Arrima (online application system of QSWP), i.e. the ones, whose earlier applications were cancelled under immigration changes issued on June 16, 2019.

QSWP latest Invitation Round

In the 19th August draw, applicants had to fulfil the following parameters in order to get an invitation:
  • Such candidates' applications for selection submitted under the QSWP was terminated, pursuant to Section 28 of Quebec's Act to increase Quebec's socio-economic prosperity and adequately meet labour market needs through successful immigrant integration (the Act); and
  • Candidates filed an Expression of Interest with the Minister before December 17, 2019; and
  • Candidates were in one of the following situations:
    • their application, which was cancelled under the Act, was submitted to the Minister under Section 5.01 of the Regulation respecting the selection of overseas nationals; or
    • Such candidates were living in Quebec on June 16, 2019, while they held a study or work permit issued pursuant to IRPR (Immigration and Refugee Protection Regulations).

EOI process of QSWP

Quebec's Arrima online portal was became operational last year to accept Expression of Interests (EOIs) for the Quebec Skilled Worker Program (QSWP)and manage its pool of applicants. However, EOI submitted by an applicant is not exactly an application for QSWP, rather it is just a way of sending notification to Quebec's immigration department that he/she wants to be considered for CSQ (Quebec Selection Certificate) from the province of Quebec.The Quebec Selection Certificate issued to an applicant, allows him/her to apply for permanent residence in Quebec.

The relatively new EOI-based system has replaced the earlier first-come-first-served process or way of receiving applications for the QSWP.

As per the EOI process, an applicant requires creating a profile in Arrima online system and subsequently, he/she gets a point score based on key factors an applicant mentioned in his/her EOI, such as, age, education, area of training, work experience and French proficiency, etc.

Based on their point scores achieved and other key factors, i.e. labour shortages Quebec regions, etc. an applicant receive the Invitation to apply for a CSQ.On receipt of CSQ, an applicant needs to apply for permanent residence through Canada's federal immigration department, i.e. IRCC, which in turn validates medical and criminal admissibility of an applicant for issuance of Canada PR.
