The updated program aims to simplify the immigration process, address workforce shortages, and create more targeted pathways to permanent residence for skilled workers.
The Government of Ontario has officially launched the Ontario Workforce Priority Stream, introducing a redesigned Ontario Immigrant Nominee Program (OINP) to better align immigration with the province's labour market needs. The updated program aims to simplify the immigration process, address workforce shortages, and create more targeted pathways to permanent residence for skilled workers.
The Ontario Workforce Priority Stream is a new framework that organizes eligible occupations based on Canada's TEER (Training, Education, Experience and Responsibilities) classification. The new structure is designed to help Ontario select candidates more efficiently according to the province's current labour market requirements.
This pathway is for highly skilled professionals and managers, including occupations such as:
Managers
Engineers
Accountants
Information Technology (IT) Professionals
Financial Professionals
Other professional occupations
This pathway targets skilled workers in technical and trade occupations, including:
Electricians
Plumbers
Mechanics
Construction workers
Healthcare support workers
Technicians
Skilled trades professionals
This pathway is designed for workers in intermediate and entry-level occupations where Ontario continues to face labour shortages.
One of the key highlights of the redesigned OINP is the inclusion of a dedicated pathway for self-employed physicians.
Eligible physicians who are licensed to practise in Ontario may now qualify for provincial nomination even if they do not have a traditional employer. This change is expected to help Ontario attract more doctors and strengthen the province's healthcare system.
Ontario has also introduced several important improvements to the immigration program:
A new online Employer Portal for submitting job offer information.
Greater flexibility to introduce or update immigration pathways based on labour market needs.
Stronger measures to improve program integrity and prevent fraud.
The ability to request interviews when additional verification is required.
Improved processing to better respond to changing workforce demands.
The redesigned Ontario Workforce Priority Stream is expected to:
Provide clearer permanent residence pathways for skilled workers.
Help employers fill labour shortages more efficiently.
Support priority sectors such as healthcare, skilled trades, construction, and technology.
Create better opportunities for physicians and other in-demand professionals.
Make Ontario's immigration system more flexible and responsive to economic needs.
