In a significant development for international graduates in Manitoba, the Manitoba Provincial Nominee Program (MPNP) has announced
important changes to the International Education Stream (IES) – Career Employment Pathway (CEP). The update is expected to impact thousands of international students and graduates planning their pathway to Canadian permanent residence. (Manitoba Immigration)
According to the latest communication from Manitoba Labour and Immigration, candidates who have completed post-secondary education in Manitoba and have established themselves in the provincial labour market will now be encouraged to transition to the Skilled Worker in Manitoba (SWM) pathway. The province has also confirmed that no further Expression of Interest (EOI) draws will be conducted under the International Education Stream – Career Employment Pathway (IES-CEP) during 2026. The MPNP has announced that Manitoba graduates who declare completed Manitoba post-secondary education as a connection to the province will receive priority consideration under the Skilled Worker in Manitoba pathway. Candidates currently holding an active IES-CEP Expression of Interest profile and who have accumulated at least six months of work experience in Manitoba are being invited to move to the Skilled Worker in Manitoba stream, provided they meet the eligibility requirements.
This change reflects Manitoba's focus on retaining international graduates who have demonstrated their ability to contribute to the province's workforce and economy.
International graduates may be eligible to transition to the Skilled Worker in Manitoba pathway if they:
Have been working full-time in Manitoba for the same employer for at least six months.
Hold a long-term, full-time job offer from their Manitoba employer.
Meet the general eligibility requirements of the Skilled Worker in Manitoba category.
Have accurately declared all Manitoba connections in their EOI profile.
The MPNP is encouraging eligible applicants to review and update their Expression of Interest profiles as soon as possible. Candidates should ensure that their profiles accurately reflect:
Manitoba education credentials.
Manitoba work experience.
Eligible family connections in Manitoba.
Eligible friends residing in Manitoba.
Current employment details and NOC classification.
Since Skilled Worker in Manitoba draws will continue regularly throughout 2026, maintaining an active and updated profile will be essential for receiving future invitations. Recent MPNP draws have primarily focused on Skilled Worker candidates, with International Education Stream candidates not being considered in certain occupation-specific selections.
The announcement marks a major shift in Manitoba's immigration strategy. While the Career Employment Pathway was previously a direct route for Manitoba graduates with qualifying employment, the province is now placing greater emphasis on candidates who have gained meaningful work experience and secured long-term employment in Manitoba.
For many graduates, this means that gaining six months of Manitoba work experience and securing a permanent job offer will become increasingly important for obtaining a provincial nomination and ultimately Canadian permanent residence.
