Canadian Prime Minister Justin Trudeau in his new Mandate Letter to Immigration Minister, Sean Fraser issued on 16 December 2021, has emphasized on sustaining the entry of new immigrants and reducing the PR visa application-processing time.

New Mandate Letter outlines the Immigration Priorities
In his letter to Minister for Immigration Refugees and Citizenship Canada (IRCC), Sean Fraser, the PM, Justin Trudeau has outlined the priorities of the government. Here is the list of key points emphasized in the new mandate letter to Immigration Minister:
- Continue bringing in new Immigrants: Continue to invite new immigrants to Canada in order to heighten the economic growth and recovery, as per the Immigration Levels Plan 2021-2023.
- Reduce application-processing times: Emphasise on reducing the application processing time, addressing delays caused by global pandemic.
- Family reunification: Work to support the family reunification by implementation of electronic applications for family reunification and executing a program to issue temporary resident status to spouses and children overseas, while they wait for the processing of their PR application.
- Citizenship process free for Deserving: Make the citizenship application process free for permanent residents who have fulfilled the parameters required to acquire the same.
- Expand PR Pathway for International Students: Expand the PR pathway for international students and temporary foreign workers via the Express Entry system. Regarding the pathways for agricultural temporary foreign workers, the Minister of Agriculture and Agri-Food shall provide support for the same.
- Build on existing pilot programs: Build on existing pilot programs to further explore ways of normalising status for undocumented workers who are contributing to communities of the country.
- Expanding the Rural and Northern Immigration Pilot: Make certain that immigration better supports small- and medium-size communities that need extra immigrants to improve their economic growth and social vibrancy. This will comprise growing the Rural and Northern Immigration Pilot, moving forward on the Municipal Nominee Program and making the successful Atlantic Immigration Pilot a permanent program.
- Setup a Trusted Employer system: With the Minister of EWDDI (Employment, Workforce Development and Disability Inclusion), setup a Trusted Employer system for Canadian companies hiring temporary foreign workers and, as part of improving the Global Talent Stream of the TFWP (Temporary Foreign Worker Program), streamline permit renewals, sustain the two-week processing time and launch an employer hotline. Continue to work with provinces, territories and regulatory bodies to enhance foreign credential recognition.
- Continue working with Quebec: Continue working with the province of Quebec, Canada to upkeep the French-language knowledge of immigrants in Quebec, valuing provincial jurisdiction and complementing existing measures, and continue to device an aspiring national strategy to support Francophone immigration across Canada.

Other key considerations highlighted
Apart from the above considerations, Justin Trudeau also emphasized on expanding the new immigration stream for human rights defenders and resettlement opportunities for people under threat, continuing to facilitate the safe passage and resettlement of vulnerable people from Afghanistan, etc.
He also stressed on the need for leading the Government’s work on irregular migration, and building on the Economic Mobility Pathways Pilot and working with employers and communities across the country to admit 2,000 skilled refugees to fill labour shortages in high-demand sectors, i.e. health care.
