Canada Unveils Launch Date for New PR Pathways for Home Care Workers

Immigration, Refugees and Citizenship Canada (IRCC) has announced that new permanent residence pathways for home care workers will open on March 31, 2025. These new pilots, collectively known as Canada’s “Home Care Worker Immigration Pilots,” will replace the previous caregiver immigration programs, which have now expired. This announcement offers a fresh opportunity for individuals seeking to contribute their skills to Canada's growing care sector and achieve permanent residency.

A key feature of these new pilots is that eligible home care workers will be able to receive permanent residence upon arrival in Canada. This streamlined approach aims to address the ongoing need for qualified caregivers across the country and provide greater certainty for those seeking to immigrate.

Eligibility Criteria Outlined for New Pilots

While further details are expected from IRCC in the coming months, the department has already outlined some key eligibility requirements for these enhanced care worker pilots. To qualify, foreign nationals must meet the following criteria:

  • Language Proficiency: Demonstrate official language ability equivalent to a level 4 on the Canadian Language Benchmark (CLB) scale. This ensures that caregivers can effectively communicate in either English or French.
  • Education: Hold the equivalent of a Canadian high school diploma. This requirement emphasizes the importance of foundational education for successful integration into the Canadian workforce.
  • Work Experience: Possess recent and relevant work experience in home care. While the specific amount of experience required is yet to be confirmed, it's worth noting that as of June 16, 2024, previous home care worker immigration programs required only six months of eligible experience. The new pilots may have different requirements and candidates should stay tuned for updates.
  • Job Offer: Secure an offer of full-time employment for a home care job in Canada. This crucial requirement ensures that newcomers have immediate employment prospects upon arrival.

Background and Context of the New Pilots

The announcement of these new pilots follows IRCC's initial indication of their intention to establish new immigration pathways for home care workers on June 3, 2024. At that time, only the basic eligibility criteria were shared. Shortly thereafter, on June 17, 2024, IRCC closed the Home Child Care Provider Pilot and Home Support Worker Pilot, which these new pilots will replace.

The closure of these previous pilots marked a temporary pause in specialized immigration programs for caregivers. Over the years, Canada has implemented various programs to address the need for caregivers, including the now-closed, i.e.

  • Live-in Caregiver Program,
  • Caring for Children Pilot,
  • Caring for People with High Medical Needs Pilot,
  • Interim Pathway for Caregivers Program,
  • Recently closed Home Child Care Provider Pilot and Home Support Worker Pilot.

Immigration Levels Plan and Allocation of Spots

The 2025-2027 Immigration Levels Plan outlines Canada's targets for new permanent residents. Within this plan, IRCC has allocated 10,920 new immigrant admissions spots through "Federal Economic Pilots," under which the new Home Care Worker Immigration Pilots will fall. However, the specific allocation for the caregiver pilots is not yet known. IRCC will need to divide these 10,920 spots among several programs, including:

  • The new caregiver pilots,
  • The Agri-Food Pilot,
  • Community Immigration Pilots, and
  • the Economic Mobility Pathways Pilot

The exact number of spaces dedicated to home care workers will be a key detail to watch for as IRCC releases further information. The streamlined permanent residence upon arrival pathway is expected to make the process more efficient and attractive for potential applicants.  These pilots offer a promising pathway to permanent residency for those dedicated to providing essential care services in Canada.
