Canada Opens Parents and Grandparents Program (PGP) for 2025- Invitations Now Being Issued

The highly anticipated Parents and Grandparents Program (PGP) for 2025 officially opened on July 28, with the federal government commencing the distribution of Invitations to Apply (ITAs) to Canadian citizens and permanent residents eager to sponsor their parents or grandparents for permanent residence.

This year's PGP intake will see Immigration, Refugees and Citizenship Canada (IRCC) send out a total of 17,860 ITAs over the next two weeks. The ultimate goal is to accept 10,000 complete applications for permanent residence sponsorship, providing more families with the opportunity to reunite in Canada.

Who Will Receive an Invitation?

Invitations for the PGP are being issued via a lottery system. Prospective sponsors who will receive an ITA this year are those who:

  • Submitted a complete interest-to-sponsor form in 2020.
  • Did not receive an ITA in any previous application intake years (2020-2024).

Recipients will be notified through the email address they provided with their initial interest-to-sponsor submission in 2020. It's crucial for prospective sponsors to note that receiving an ITA is separate from meeting the full eligibility criteria to sponsor, which will be assessed during the application process.

Understanding the Application Procedure

For those fortunate enough to receive an ITA, the application process involves two key components:

  1. Sponsorship Application: This is where you, as the Canadian citizen or permanent resident, apply to become a sponsor.
  2. Permanent Residence Application: Your parents or grandparents apply for permanent residence in Canada.

Both applications must be submitted online through the PR Portal by the principal applicant (the person being sponsored). If a paid representative is assisting, they will use the Representative PR Portal. For families sponsoring more than one parent or grandparent as a principal applicant, each must create their own portal account and submit individual applications. Special accommodations are available for those unable to apply online.

Key responsibilities for the sponsored person (principal applicant) include:

  • Uploading the sponsor's completed PDF forms to their online application.
  • Electronically signing the entire application in the PR portal (this includes signing for their family members).

Canadian citizen sponsors must also provide proof of their citizenship.

Application Fees: What You Need to Know

Application fees must be paid online and typically start at $1,205. These fees generally cover:

  • Processing fees for you, the person(s) you’re sponsoring, and any dependents.
  • Right of permanent residence fee, which is required before final application approval.
  • Biometrics fee, typically required upon application submission, covering fingerprints and a digital photo.

Applicants may also incur third-party fees for medical exams and/or police certificates, depending on their individual circumstances. It is advised to refer to the official instruction guide for specific fee requirements.

Submitting a Complete Application

Before submitting your online application, it is vital to ensure all requirements are met:

  • All questions in the forms are answered.
  • The application is electronically signed (with your full name as it appears on your passport).
  • The fee payment receipt is included.
  • All required documents are uploaded.
  • A copy of your ITA letter is attached in the "Required documents" section.

Incomplete applications will result in a letter from IRCC requesting missing documents, with a 30-day window to respond. Failure to provide the required information within this period will lead to the application being returned and not processed.

After submission, both sponsors and applicants can track the application's progress and submit updates via the department's web form. Applications will be returned if they are incomplete, fees are unpaid, the applicant was not invited, or the application was not submitted before the ITA deadline.

The opening of the 2025 PGP marks a significant step for many families hoping to bring their loved ones to Canada. Prospective sponsors are encouraged to carefully review all instructions and ensure their submissions are complete and accurate to facilitate a smooth application process.
