Canada has unveiled comprehensive details for its Home Care Worker Immigration Pilot (HCWP), a pathway for foreign nationals to obtain permanent residency. This initiative is now structured into two distinct pilot programs: the Home Care Worker Immigration Pilot: Child Care, and the Home Care Worker Immigration Pilot: Home Support. Each pilot features two streams: the Workers in Canada Stream and the Applicants not working in Canada Stream.

Eligible Occupations Under the HCWP

Immigration, Refugees and Citizenship Canada (IRCC) has specified the eligible occupations for each pilot program. Applicants must possess six months of continuous and relevant, full-time work experience within the last three years, or a six-month relevant educational credential. Qualifying work experience must align with the National Occupational Classifications (NOCs) associated with the respective pilot.

HCWP: Child Care

  • Home Child Care Providers (NOC 44100): Includes babysitters, nannies, and parent’s helpers. Foster parent experience is not eligible.
  • Early Childhood Educators and Assistants (NOC 42202). Work experience as an early childhood educator, daycare teacher, or supervisor is not eligible.

HCWP: Home Support

  • Home Support Workers, Caregivers, and Related Occupations (NOC 44101).
  • Nurse Aides, Orderlies, and Patient Service Associates (NOC 33102). Work experience in institutional settings may be eligible.

Work experience obtained as a full-time student or through self-employment is not eligible.

Professional Training Requirements

Applicants without qualifying work experience can meet the requirements through relevant professional training. This involves possessing an eligible educational credential of at least six months, completed within the last two years. The credential must:

  • Align with an eligible NOC for the respective pilot program.
  • Be at the post-secondary level.
  • Be from a full-time study program (at least 15 hours per week).
  • Have been offered primarily in an in-person classroom environment.
  • Have been completed within two years prior to applying.
  • The applicant must have been at least 17 years old when they began the course.

The educational credential cannot be targeted towards occupations other than those listed in the eligible NOCs, completed primarily online, or completed as part of on-the-job training.

Eligible Job Offers

Job offers must meet the following conditions:

  • Be for a job in an eligible NOC and work setting.
  • Be in Canada and outside Quebec.
  • Be for full-time continuous work (at least 30 hours per week, with no set end date).
  • Specify hourly wages, employment requirements, and main duties.

The job offer must be genuine, demonstrating a real need, the employer’s ability to fulfil the terms, compliance with laws, and wage requirements. Job offers from recruitment agencies, embassies, or the applicant’s close relatives are ineligible. Applicants under the Workers in Canada stream must be residing in Canada with valid work authorization.
