The CLB (Canadian Language Benchmark) if we check in terms of IELTS band, it will be 3.5 (Reading), 4 (Writing), 4.5 (Listening), 4 (Speaking).
This key stream of Saskatchewan Immigrant Nominee Program (SINP) is aligned with the Federal Express Entry System. Hence, to apply in this stream you need to have your profile registered in federal Express Entry System. Moreover, you also need to meet the basic criteria of the SINP-EE Subcategory. The English Language proficiency requirement for SINP- Express Entry Subcategory is CLB 7, since this stream is aligned with express entry system, which has CLB (Canadian Language Benchmark) 7 requirement for English proficiency.
The CLB 7 can be compared with IELTS Band 6 in all four language abilities, i.e. Reading, Writing, Speaking and Listening. Finally, if you are applying in SINP- OID category the English proficiency requirement is CLB 4, whereas to apply in SINP- Express Entry –Subcategory the English proficiency level required is CLB 7.
