The US government has waived off in-person interview requirements for international students through the end of 2022. The applicants eligible for the waiver include students holding F, M, and academic J visas.
The Department of Homeland Security and Secretary of State, has given an authorization to consular officers through the end of 2022 to waive off the visa interview requirement for temporary nonimmigrant visa applicants, many of whom are Indian nationals.

The state department stated that "it recognises the many contributions of international visitors to our communities and campuses and the positive impact of temporary work visa holders on the US economy and is committed to facilitating nonimmigrant travel and reducing visa wait times."

Please note that consulates and embassies will decide to allow interview waivers for students on a case-by-case basis. Also, if an applicant has been denied for the ESTA, i.e., Electronic System for Travel Authorization will not qualify for an interview waiver.
