With effect from June 21, 2021,any overseas national having a valid COPR (Confirmation of Permanent Residence) may travel to Canada.As per earlier rules, overseas nationals,with a valid COPR issued on or before March 18, 2020, were exempt from Canada's travel restrictions.
Moreover, as per previous rules, those with a valid COPR issued after March 18, 2020, could only come to Canada if they fulfil another exemption or were coming from the United States to settle permanently in Canada.
Meanwhile, the Government of Canada has extended the suspension of flights from India until July 21, 2021.During that period, passengers who travel to Canada from India via an indirect route,require obtaining a pre-departure negative COVID-19 molecular test result from a third country before continuing their journey to Canada.

Facilitating Applicants with expired and expiring COPRs
A COPR is valid for up to one year. However, several candidates were not able to travel before their COPRs expired,in view of the pandemic related considerations or restrictions.
Hence, the Immigration Refugees and Citizenship Canada (IRCC) has been working with candidates, who were already exempt from the travel restrictions to issue them a COPR once again (i.e. reissue of COPR). For candidates with expired COPRs issued after March 18, 2020, more information will be available soon. Hence, the people hold an expired COPR,should not book flights or attempt to travel to Canada until they get a new COPR from IRCC.

All individuals travelling to Canada, including those approved for PR, must abide by the COVID-19 health measures and requirements upon landing in Canada.
