Hence, in the July month or sometime even later the states open their state nomination programs with new occupation ceilings. Hence, it is the same situation right now, as the states have put their immigration programs on hold temporarily due to the end of the program year and expired occupation ceiling. However, due to the Covid-19 pandemic, the start of the new programs have delayed a bit.

Delay in Federal Budget affected the allocations of immigration quotas
The allocation of visa places or immigration quota depends largely on the announcement of the federal budget of Australia. However, because of Coronavirus pandemic, Prime Minister of Australia, Scott Morrison has announced that the federal budget will be presented on 6th October 2020. Usually, the government presents the budget in March/April.
As far as accepting applications for GSM visas, i.e. Subclass 190, subclass 491, etc. is concerned; it may start even before the budget announcement as well. However, a lot will depend on 23rd July 2020.
On this date, Josh Frydenberg- the Treasurer of Australia would present the economic and financial outlook of the country in the federal parliament. As per the experts, he may reveal the future course of action, as far as the start of Australia's General Skilled Migration Program is concerned.
