Canada to continue accepting temporary visa & study permit applications online until March 31, 2023

Canadian government has extended the existing Ministerial Instructions for all overseas individuals applying for a temporary resident visa, study permit or work permit from outside Canada to submit their applications electronically until March 31, 2023. Temporary visa & study permit applications

The latest program delivery instructions are associated with the Ministerial Instructions already applicable from April 1, 2022 to March 31, 2023. Under the existing ministerial instructions, all applications for a temporary resident visa (including a transit visa), a work permit or a study permit submitted by overseas citizens (outside Canada), needs to be submitted using electronic means (i.e. applicants must apply online).

However, candidates who are unable to submit an application using electronic means (due to disability) will continue to be exempt from submitting online application. Moreover, the below two groups of temporary residence candidates, who apply from outside Canada are exempt from submitting an online application, i.e.

• Applicants holding documents described under paragraph 52(1)(c) of the IRPR: This comprise overseas citizens with travel document or identity that is of the type issued by a country to non-national residents, refugees or stateless persons, not able to get passport, etc. from their home country. There are system issues with the Come to Canada wizard that stop these users from submitting an application online.
• Candidates under the Seasonal Agricultural Worker Program: These candidates cannot apply for a work permit (including a TRV) themselves; rather, their government submits paper applications to visa application centres. A few nations do not have the capability to submit applications online and must continue to apply by paper.

The above-mentioned instructions are provisional procedures to allow staff to process new and current applications from visitors, workers and international students, exempt from the travel restrictions because of the purpose of their travel. The same will end when the travel restrictions withdrawn and IRCC offices recommence regular operations.
