IRCC's Internal Memo Reveals 2025 Express Entry Invitation Plan

A recently obtained internal report from Immigration, Refugees and Citizenship Canada (IRCC) has shed light on the department's plans for Express Entry invitation rounds for the remainder of 2025. The document, secured through an Access to Information Request (ATIP) by Calgary-based immigration consultant Mandeep Lidher, reveals a strategic focus on issuing invitations to candidates in specific, high-demand sectors.

Targeted Draws to Address Labor Needs

The report confirms that IRCC's invitation schedule is designed to align with Canada's 2025-2027 Canada Immigration Levels Plan, with a significant number of invitations to apply (ITAs) in the second half of 2025 supporting the targets for the upcoming year. This proactive approach aims to meet ongoing labor shortages by prioritizing candidates with skills and experience in critical fields.

This data indicates a strong commitment by IRCC to utilize category-based selection to fill specific gaps in the Canadian labor market.

A Continued Focus on Francophone Immigration

The document also highlights the federal government's ongoing effort to boost Francophone immigration outside of Quebec. The report states that the French-proficiency rounds held between February and March 2025, which saw 18,500 ITAs issued, were part of the government's plan to meet its 8.5% French-speaking admissions target for 2025.

An additional French-proficiency draw on August 8, which invited 2,500 candidates, is believed to be contributing to the 2026 targets, underscoring the long-term nature of this immigration priority.

Improved Coordination with Provinces and Territories

In a significant move to enhance collaboration, the report reveals that IRCC plans to share a new ITA calendar with provinces and territories. This calendar will provide a three-month outlook, including the expected weeks for draws, the types of rounds, and a projection of the minimum score for the next two months. This transparent approach is designed to help provinces and territories better plan their own future immigration nominations, ensuring a more coordinated and efficient national immigration system.
