IRCC Issues 302 Invitations in Second PNP Draw of October

Immigration, Refugees and Citizenship Canada (IRCC) conducted its fifth Express Entry draw of October, issuing 302 Invitations to Apply (ITAs) to candidates within the Provincial Nominee Program (PNP) stream. This marks the second PNP-specific draw this month, following an earlier one on October 14.

To secure an ITA in the October 27 draw, candidates were required to have a minimum Comprehensive Ranking System (CRS) score of 761. The tie-breaking rule was applied to profiles created before 2:14 a.m., Universal Coordinated Time (UTC) on September 26, 2025.

Analysis of Express Entry Draw 373

The recent draw aligns with a clear trend in 2025, where IRCC has heavily prioritized the PNP stream within the Express Entry system. So far this year, 20 out of the total Express Entry draws have been dedicated to PNP candidates.

With the issuance of these 302 ITAs, the total number of invitations distributed through the Express Entry system in 2025 now stands at 74,485.

While PNP draws are the most frequent, a breakdown of ITAs issued by stream-type indicates that the largest numbers of invitations have gone to the French category and the Canadian Experience Class, underscoring a strategic effort to target specific profiles for permanent residence.

The October draws have been frequent and diverse, including category-based invitations for healthcare and social services (October 15) and the French category (October 6), demonstrating IRCC's multifaceted approach to meeting Canada's economic and labour market needs.
