How Individuals with COPR can Travel to Canada During the Pandemic

During a press conference held on June 21, 2021, Canada's Immigration Minister, Mr. Marco Mendicino announced that individuals with valid COPR holders are now eligible to travel to Canada. Foreign nationals with valid "Confirmation of Permanent Residence" can now enter Canada to complete their landing process and activate their Canadian PR status, so that they can live and work anywhere in Canada indefinitely.

The decision came as a surprise for a vast majority of COPR holders who were waiting from past 15 months to travel to Canada even after passing each and every Canadian immigration stage.

Please note, if your COPR was issued on or before 18th March, 2020 and is still valid, then you:

  • Are exempted from the travel restrictions
  • Can travel to Canada with the COPR and PRV for non-discretionary reasons to settle down and work in Canada as a permanent resident
  • Must have an acceptable quarantine plan for 14 days

Things to do before travelling to Canada as a valid COPR holder

If your are eligible to travel to Canada, then you must ensure to understand the rules and things you need to do before your arrival. For this, you must refer to the flying to Canada requirements checklist provided by the IRCC.

Also, you can use the ArriveCAN application to provide mandatory information related to travel which is a must to entry Canada, like:

  • Uploading your quarantine plan
  • Proof of your negative COVID tests (taken 72 hours before arriving at the Canadian border)
  • Any other required document/s as asked by the IRCC
  • Your plan for accessing food and other essential supplies during your quarantine period

Quarantine Rules- for fully vaccinated COPR holders

With effect from July 5, all exempt travellers are subject to the new measure. Those who are fully vaccinated will be asked to quarantine just at their home while waiting for their COVID-19 test results, which was conducted at the border.

Whereas, children who can't take a shot will must quarantine at home for the complete 14-day, even though their parents are fully vaccinated.

Individuals with Expired COPR

If you COPR was issued on or before March 18 and has already expired, then you don't need to reapply for immigration to Canada. Instead, there is a plan to reissue documents to such individuals.

As per the IRCC, expired COPR holder must contact the authority via a web form or send an email at processing office.
