In its latest update, the Immigration Refugees and Citizenship Canada (IRCC) has confirmed that the Canada PR visa applicants in possession of expired Confirmation of Permanent Residence (COPR) and permanent resident visa (PRV) no longer require providing the Web Form or processing office email. Confirmation of Permanent Residence (COPR) is a document issued by IRCC, once an immigration application is approved for Canadian PR visa.

The expired COPR, as well as PRV holders, do not need to contact IRCC via the Web form or processing office email. As per IRCC, it will contact such applicants once they are approved to come to Canada.

Clearing Backlog of Web forms
Last year, in the month of July, the IRCC issued instructions that the applicants with expired COPR need to notify the IRCC using the webform so that it can issue them an authorization letter, which they can so on borders/airports while arriving in Canada.
However, due to heavy backlog of received Web forms, the IRCC seem to have halted this process of sending the web forms. The IRCC probably want to clear the backlog before they could address further requests.
The Immigration Refugees and Citizenship Canada (IRCC) need to make a various check before they issue the authorization letter, i.e. the validity of passports and medical certificates, etc. In addition, it is issuing the authorization letters separately rather than issuing it on mass level considering the health and safety risks.
