A major highlight of the announcement is a special initiative to help up to 200,000 people already living in Canada transition to Permanent Residency by the end of 2027.
Canada Immigration News | November 6, 2026 | Visas Avenue
Canada has announced a major immigration plan for 2027, with the potential for up to 622,000 people to become permanent residents through its regular immigration targets and additional special measures.
The announcement, made on November 5, 2026, as part of Canada's Budget 2026 and the 2027–2029 Immigration Levels Plan, brings important news for skilled workers, temporary residents and families looking to build their future in Canada.
A major highlight of the announcement is a special initiative to help up to 200,000 people already living in Canada transition to Permanent Residency by the end of 2027.
Canada's latest immigration plan includes two major components.
Canada has established a base target of 380,000 permanent residents for 2027, with an upper planning range of 422,000.
The government will continue prioritising economic immigration, with more than 64% of its regular PR target allocated to economic immigration categories.
This includes immigration pathways such as Express Entry, Provincial Nominee Programs (PNP) and other economic immigration programs designed to meet Canada's labour market requirements.
One of the most significant announcements is Canada's decision to introduce a special, time-limited measure for up to 200,000 people currently residing in the country.
The government has divided this initiative into two categories.
100,000 Skilled Workers
Canada plans to support the transition of up to 100,000 eligible workers already living in the country, along with their families, to Permanent Residency.
The initiative will involve collaboration with provinces and territories to address regional workforce shortages.
Additional Provincial Nominee Program spaces and selected federal immigration application inventories will play an important role in facilitating these transitions.
100,000 Humanitarian and Family-Related Applicants
The remaining 100,000 places will support eligible individuals already living in Canada, including those waiting for decisions under certain humanitarian and family-related immigration pathways.
This measure is expected to help reduce application backlogs, reunite families and provide greater certainty to people who have been waiting for permanent residency decisions.
Under the 2027–2029 Immigration Levels Plan, Canada has outlined the following targets for 2027:
380,000 – Base target for permanent residents
422,000 – Upper range for regular permanent residency
100,000 – Additional skilled worker transitions
100,000 – Additional humanitarian and family-related transitions
370,000 – Target for new temporary resident arrivals
Together, the upper range of 422,000 and the additional 200,000 transitions bring the potential figure to 622,000 permanent residents in 2027.
For skilled professionals in India who are planning to settle in Canada, the announcement provides an important update on the country's immigration priorities.
Canada continues to recognise the importance of skilled workers in supporting its economy, particularly in regions experiencing labour shortages.
Applicants planning to immigrate through Express Entry, Provincial Nominee Programs and other economic immigration pathways should focus on improving their eligibility and preparing strong applications.
Factors such as age, educational qualifications, language proficiency, work experience, CRS score and provincial requirements will continue to influence immigration opportunities.
However, it is important to understand that the additional 200,000 PR transitions are specifically intended for eligible individuals already living in Canada. These are not 200,000 new places exclusively for applicants applying from overseas.
With Canada continuing to focus on economic immigration and regional workforce needs, applicants should take a practical approach to their immigration planning.
Candidates can begin by evaluating their CRS scores, checking occupation eligibility, improving IELTS or PTE Core scores where applicable, and exploring Provincial Nominee Programs aligned with their qualifications and work experience.
Those already living and working in Canada should monitor further announcements regarding the eligibility requirements and implementation of the special PR transition measures.
Canada's latest immigration announcement reflects its continued efforts to balance immigration levels with economic requirements while supporting people who have already established their lives in the country.
For skilled professionals considering Canada as their future home, understanding the available immigration pathways and preparing a well-planned application remain essential.
