Canada is introducing important changes to its Express Entry immigration system that could affect how skilled workers qualify for permanent residence
Visas Avenue Immigration News | October 17, 2026
Canada is introducing important changes to its Express Entry immigration system that could affect how skilled workers qualify for permanent residence. The new rules, announced by Immigration, Refugees and Citizenship Canada (IRCC) on October 16, 2026, will change how Comprehensive Ranking System (CRS) points are awarded for eligible Canadian work experience and qualifying job offers in high-wage occupations.
The changes will take effect on November 3, 2026. They are intended to help Canada attract skilled professionals whose experience and employment prospects align with the country's labour market needs.
For candidates planning to apply for Canada PR, understanding the revised scoring system and job offer requirements will be important before the new rules come into effect.
The upcoming changes introduce a new Labour Market Integration factor within the CRS. This factor will consider eligible Canadian work experience, including experience in designated high-wage occupations, or a qualifying job offer in an eligible high-wage occupation.
Here are the main changes announced by IRCC.
Candidates with eligible Canadian work experience may receive additional CRS points based on the duration of their experience and the wage level associated with their occupation.
The additional points for work in eligible high-wage occupations will be awarded as follows:
70 additional points: At least 12 months of eligible experience in an occupation meeting the highest wage threshold.
40 additional points: At least 12 months of combined eligible experience meeting the second wage threshold, if the candidate does not qualify for 70 points.
20 additional points: At least 12 months of combined eligible experience meeting the third wage threshold, if the candidate does not qualify for 40 or 70 points.
The thresholds are based on the occupation's median wage compared with the overall Canadian workforce median wage. Candidates must meet IRCC's applicable work experience and occupation requirements.
These additional points are separate from the CRS points awarded for the duration of Canadian work experience.
IRCC will also reintroduce CRS points for qualifying job offers in eligible high-wage occupations.
The points available will depend on the occupation's wage level:
| Occupation's median wage threshold | Additional CRS points |
|---|---|
| At least twice the overall Canadian median wage | 100 |
| At least 1.5 times the overall Canadian median wage, but less than twice | 70 |
| At least 1.3 times the overall Canadian median wage, but less than 1.5 times | 50 |
| Below the required high-wage threshold | 0 |
A qualifying job offer must meet the applicable Express Entry requirements. Generally, it must be for full-time, continuous employment in Canada for at least one year after the applicant becomes a permanent resident.
The job offer must also be genuine. IRCC officers will assess the employer, the position and the candidate's ability to perform the work.
One of the major changes concerns the Labour Market Impact Assessment (LMIA).
Starting November 3, 2026, an LMIA will no longer be required for a qualifying job offer to receive the new Express Entry CRS points or to meet the relevant job-offer requirements under the Federal Skilled Worker Program and Federal Skilled Trades Program.
However, this does not mean that every job offer will qualify for additional points. Applicants must still meet the applicable requirements, and IRCC will verify that the employment offer is genuine.
An LMIA will also no longer provide additional CRS points or give an Express Entry profile priority simply because the job offer has an LMIA.
Candidates who already have profiles in the Express Entry pool will not generally need to create new profiles solely because of these changes.
IRCC will recalculate existing profiles when the new rules take effect. The process may take up to two weeks, during which Express Entry invitation rounds will be paused.
Candidates who have a qualifying job offer that is not yet included in their profile should review their details and update the profile before November 3, 2026, where applicable.
Applicants should ensure that all information submitted to IRCC is accurate and supported by the relevant documents.
No. Under the new Labour Market Integration factor, candidates who qualify through both routes will receive the option that provides the higher score. The points for Canadian work experience and a qualifying job offer cannot be combined under this factor.
The maximum available under the new factor will be:
150 points for candidates without an accompanying spouse or common-law partner.
140 points for candidates with an accompanying spouse or common-law partner.
The final CRS score will continue to depend on the other applicable factors, including age, education, language proficiency, work experience and other eligible qualifications.
Receiving additional points does not guarantee an Invitation to Apply (ITA) for permanent residence.
The impact will vary depending on each candidate's circumstances.
Applicants with eligible Canadian work experience or a qualifying high-wage job offer may benefit from the revised scoring structure. However, overseas candidates without qualifying Canadian experience or an eligible job offer should not assume that the changes will automatically improve their CRS scores.
They can continue to assess other factors that may strengthen their profiles, including:
Improving English or French language test results.
Reviewing educational credentials and eligibility for an Educational Credential Assessment.
Evaluating skilled work experience against the requirements of an eligible Express Entry program.
Exploring applicable provincial nomination pathways.
Checking eligibility for current category-based selection rounds.
Provincial nomination opportunities and category-based invitations remain subject to their own eligibility criteria and selection requirements.
Candidates planning to apply through Express Entry should review their current profiles and understand how the new scoring rules may apply to them.
Those with qualifying job offers should ensure that the required details are included in their profiles. Applicants with Canadian work experience should check whether their occupation appears on IRCC's applicable high-wage occupation list and whether they meet the work experience requirements.
It is also important to distinguish between a job offer that helps establish eligibility for an immigration program and one that qualifies for additional CRS points. The requirements are not identical.
Applicants should consult IRCC's official guidance before making decisions based on the revised rules.
Canada's Express Entry system continues to evolve in response to its economic and labour market priorities. The changes scheduled for November 3, 2026, make it important for skilled workers to review their CRS scores, Canadian work experience and qualifying job offer details.
At Visas Avenue, applicants can seek immigration consultation to understand their eligibility, review their available permanent residence pathways and identify the requirements relevant to their individual circumstances.
