Ontario Workforce Priority Stream: Complete Guide to OINP's 2026 Overhaul

Ontario has replaced all eight of its former Provincial Nominee Program (PNP) streams with a single new category — the Ontario Workforce Priority Stream. The change took effect June 25, 2026, under amendments to Ontario Regulation 422/17. This guide covers eligibility, the transition process for existing candidates, and what to prepare before the Expression of Interest (EOI) system reopens later this summer.

What Changed in the Ontario Immigrant Nominee Program (OINP)

Ontario's Ministry of Labour, Immigration, Training and Skills Development has consolidated its eight legacy OINP streams into one unified pathway. This is Phase 1 of a two-part redesign aimed at:

  • Creating faster routes to permanent residence for candidates with arranged employment in Ontario
  • Helping employers retain skilled workers in hard-to-fill roles
  • Raising language and education benchmarks to strengthen program integrity
  • Expanding access for employers in rural and northern Ontario through lower revenue thresholds

Ontario Workforce Priority Stream Eligibility Requirements

The new stream has three entry pathways, based on job type and occupation skill level (NOC TEER category).

TEER 0–3 Pathway (Skilled Occupations)

For candidates with a full-time, permanent job offer in Ontario in a TEER 0, 1, 2, or 3 occupation.

Requirement Details
Work experience 6 months with the job-offer employer in the last 12 months (3 months for recent Ontario graduates), OR 2 years cumulative in the last 5 years in the occupation. Licensed applicants are exempt.
Language CLB 6 (CLB 5 for select occupations)
Education Post-secondary degree or diploma

TEER 4–5 Pathway (Essential Occupations)

For candidates with a full-time, permanent job offer in a TEER 4 or 5 occupation.

Requirement Details
Work experience 9 months cumulative in the last 2 years with the job-offer employer
Language CLB 4
Education Canadian secondary school diploma or equivalent

Self-Employed Physician Pathway (No Job Offer Required)

Physicians can qualify without an employer sponsor if they:

  • Are a member in good standing with the College of Physicians and Surgeons of Ontario
  • Hold a valid certificate of registration (independent, academic, or provisional class)
  • Are eligible to bill through OHIP

Rural and northern employers — those in a census division with a population under 150,000 — benefit from lower gross annual revenue thresholds across all three pathways.

What Happens to Your Existing OINP Expression of Interest (EOI)

If you registered an EOI or received a job offer under one of the eight former streams:

  1. EOI registration is closed — no new EOIs can be submitted under the old streams, and no further invitations to apply will be issued under them.
  2. Uninvited EOIs will be withdrawn automatically over the coming weeks as the platform is rebuilt. You'll receive a direct notice if this affects you.
  3. Already submitted an application? It will still be assessed under the rules that were in effect when you submitted it.
  4. Employers on the portal don't need to re-register their business, but will need to submit a new job offer and application once the Workforce Priority EOI system reopens.

Ontario OINP Compliance and Enforcement Changes

The regulatory update also tightens enforcement:

  • The response window for a Notice of Intent to Issue an Administrative Monetary Penalty (AMP) or a Ban order has been reduced from 60 days to 30 days.
  • Contravention notices can now be sent by email, mail, or in person, and are considered delivered without requiring proof of receipt.

How to Prepare for the Ontario Workforce Priority Stream

  • Confirm your job offer is full-time, permanent, and in an eligible TEER category
  • Take or renew your language test to meet the required CLB score
  • Get your education credentials assessed
  • Track your qualifying work experience against the required time windows
  • Watch for a direct notice if your old EOI is being withdrawn

Are the eight old OINP streams still active? No. As of June 25, 2026, all eight former streams have been replaced by the single Ontario Workforce Priority Stream.
