TEER Category: 0 (management occupations — the top tier of the NOC system)
What does this occupation involve?
Construction managers plan, organize, direct, control, and evaluate the activities of a construction company or a construction department within a company, under the direction of a general manager or other senior manager. They are employed by residential, commercial, and industrial construction companies, and by construction departments of companies outside the construction industry.
Main duties include:
Planning, organizing, directing, controlling, and evaluating construction projects from start to finish according to schedule, specifications, and budget
Preparing and submitting detailed project budget estimates and monitoring financial milestones
Navigating digital twins/BIM software and ensuring adherence to 2026 "Green Building" net-zero mandates
Overseeing multi-million dollar budgets and managing crews across complex projects
Ensuring compliance with safety, regulatory, and quality standards
Why this occupation matters in 2026
Canada needs to build over 5.8 million new homes by 2030. Construction managers are the critical link between investment and execution across housing, infrastructure (transit, bridges, hospitals), and energy (pipelines, renewable projects, industrial plants). Alberta and Saskatchewan in particular face acute shortages of experienced construction managers.
Salary in Canada (2026)
| Annual range | $41,600 – $93,000 |
| Average hourly wage | $42.31/hr |
| Low (entry-level) | $20.00/hr |
| High (experienced) | $60.58/hr |
Unionized managers on large infrastructure projects often land at the higher end of this range, with better job security.
Job outlook 2025–2027: Employment outlook is rated moderate-to-good across most Canadian regions, driven by favourable construction activity and a moderate number of retirements opening up new positions.
Major 2026 opportunity — TR to PR Pathway
A re-launched stream in 2026 specifically targets up to 33,000 temporary residents for permanent residency. Construction Managers with 12 months of Canadian experience are top-priority candidates under this pathway.
