Quebec government has passed a disputed legislation to cancel thousands of pending application from skilled workers received for QSWP (Quebec Skilled Worker Program). As per the government, the step has been taken to better align immigrants with labour market needs of the province of Quebec in Canada. The national Assembly of Quebec has passed the disputed immigration reforms last week, which will official cancel more than 16,000 pending applications received for Quebec Skilled Worker Program (QSWP).
The provincial government first introduced the controversial Bill 9 in February this year recommending the instant termination of pending application to the QSWP, which were submitted by the candidates before August 2, 2018.
At first there were total 18,000 pending applications; however, the court ordered the Quebec government to continue processing the applications until the National Assembly passed the Bill 9. Subsequently, close to 2,000 applications got processed during this period, of which 258 QSWP applications got approved.
As per the government of Quebec the legislation aims at making certain that immigrants in the province are better integrated and hence, much more equipped to be successful in the labour market of the province.
Speaking before the voting, Jolin-barrette, the immigration Minister of Quebec said, "We are changing the immigration system in the public interest, because we have to make sure that we have immigration that is tied to the needs of the labour market,".
As per Mr. Barrette, canceling the pending applications, which embody nearly 50,000 people including the families of the primary applicants was essential, considering new EOI (Expression of Interest) based system of the Quebec Skilled Worker Program.
The pending applications, which are being targeted by the government, were submitted when the QSWP used to function on a 'first-come, first-served' basis, which as per the government doesn't meet the demands and requirements of the labour market and employers. Under such circumstances, the present and prospective Canada PR applicants must explore the alternate pathways to get Canada PR.
