Ontario Releases Proposal to make key changes in OINP streams considering labour market needs

The Canadian province Ontario has revealed the details about new proposal to make changes in the key streams of Ontario immigrant Nominee Program (OINP). Ontario is a popular Provincial Nominee Program of Canada that nominated skilled and talented people for Canadian permanent residency through its various immigration streams. The current proposal for amendments recommends changes in the following key streams:

  • Entrepreneur Stream
  • Employer Job Offer: In-Demand Skills Stream
  • Express Entry-aligned streams
  • Masters Graduate and PhD streams
  • Corporate Stream

What are the Reasons for the proposed amendments in OINP?

Here are the key reason for the new proposed amendments in the Ontario PNP:
  • Enhance the receptiveness of the Ontario PNP to present labour market and employer needs in the province of Ontario, which includes supporting regions that do not conventionally see substantial immigration level
  • To update various OINP stream parameters to streamline requirements and provide more transparency to applicants
  • Improve the suite of business streams by updating the Entrepreneur Stream parameters to make the stream more appealing to applicants and competitive with similar streams in other provinces and territories.

Proposed Changes in Express Entry Streams

As per the proposed amendments in Express Entry streams, start date for qualifying work experience will change. Earlier, work experience was calculated as of the date that an applicant received a Notification of Interest from Ontario. However, from now on, the program is proposing to calculate work experience as of the date of application, which will align with all other stream criteria.

Proposed Changes in Corporate Stream (to be terminated)

As per the newly proposed amendment, Corporate Stream will be dismissed as it has not achieved its projected objective of inviting the international corporations to Ontario.

Proposed Changes In-Demand Skills Stream

The proposed amendments in in demand skills stream include:

  • Addition of 3 new National Occupational Classification (NOC) codes including in the in demand occupation list, i.e.
    • NOC 7511- Transport Truck Drivers
    • NOC 3413- Nurse aides, orderlies and patient service associates
    • NOC 4412- Home support workers and related occupations, excluding housekeepers
  • Reducing the work experience requirement for applicants to enhance the responsiveness of the program to present labour market and employer needs.

Proposed changes in Entrepreneur Stream

The Entrepreneur Stream created to support individuals from outside of Canada, who wish to apply a new business idea or purchase an existing business in the province of Ontario. The proposed changes related to this stream will improve the quality of business proposals and bring minimum investment and net worth thresholds in line with other jurisdictions.
