Newfoundland and Labrador Issues Second Round of Immigration Invitations Under New EOI System

Newfoundland and Labrador has conducted its second draw for immigration candidates through its recently implemented Expression of Interest (EOI) system. This new intake process, which began on February 19, 2025, applies to both the province's Provincial Nominee Program (PNP) and the Atlantic Immigration Program (AIP).

Latest Draw Results: Over 300 Invitations Issued

On May 8th, the province held two separate draws, targeting candidates for both the NLPNP and the AIP. The breakdown of invitations issued is as follows:

This latest round brings the total number of invitations issued under the new EOI system to 584, following the initial draw of 256 invitations on April 3rd.

Navigating Reduced Allocations and the New EOI Process

Like many other Canadian provinces, Newfoundland and Labrador faced a halving of its provincial nomination allocation in 2025. However, the province successfully negotiated with the federal government to secure an additional 1,000 economic immigration spaces, bringing its total allocation for the year to 2,525.

The new EOI system introduces a preliminary step for individuals interested in immigrating to the province. Prospective candidates must first create a profile and submit an EOI through Newfoundland and Labrador’s online Immigration Accelerator. These profiles remain active in the pool for 12 months.

Invitation to Apply and Subsequent Steps

Candidates who receive an Invitation to Apply (ITA) have 60 days to submit their complete NLPNP application (or, in the case of the AIP, for their employer to submit their application). It is important to note that receiving an ITA does not guarantee provincial nomination; applicants must still meet all program requirements and be admissible to Canada.

The implementation of the EOI system marks a change from the previous process, where foreign nationals could directly apply to the province's permanent residency pathways.
