In the latest OINP invitation round, Ontario province of Canada has selected Express Entry candidates with lowest qualifying marks of the year, under Ontario Immigrant Nominee Program (OINP). Two OINP invitation rounds occurred on March 26, 2018, wherein the express entry candidates with CRS score as low as 351 points were issued the invitations under OINP- Express Entry- Human Capital Priorities (HCP) Stream.
The OINP is the key pathway to obtain permanent residency in Canada basis on the Provincial Nomination issued by the Ontario to selected applicants.
Two OINP Invitation Rounds held on March 26
On March 26, two OINP draws occurred, which in fact was unusual. On this day, Ontario issued "Targeted Notification of Interests" to the applicants who fulfil the eligibility criteria of Human Capital Priorities Stream (HCP). These invitees either had an employment offer from the province of Ontario or proficiency in French Language (CLB 7) or higher.
In both draws Ontario Immigrant Nominee Program (OINP) draws, those candidates got the invitation, who register their Express Entry profiles between January 1, 2018 and March 26, 2018.

Nomination through OINP-HCP stream is key pathway to obtain Canada PR
The Human Capital Priorities (HCP) Stream of Ontario Immigrant Nominee Program (OINP) is key pathway for express entry candidates to obtain the provincial nomination and add additional 600 points to their total CRS (Comprehensive Ranking System) Score.
The additional 600 CRS points, make certain that an applicant get ITA (Invitation to Apply) for Canadian Permanent Residency from IRCC (Immigration Refugees and Citizenship Canada) in the subsequent draw of Federal Express Entry System. Generally, Ontario demand CRS score of 400 points or above to select the applicants under OINP- express entry-HCP stream, however, on some occasions, it do invite the applicants with low CRS score.
Last year also, OINP invited the targeted applicants (i.e. having experience in IT occupations) with CRS score below 400 mark. Till date, Ontario has issued total of 1,808 Notifications of Interests (NOIs) in the year 2018. The above mentioned two draws were the first OINP draws this year, wherein only targeted candidates were selected, i.e. candidates with employment offer and French language proficiency. However, the OINP has confirmed that it will continue to invite the applicants as per the normal criteria, i.e. applicants with CRS Score 400 and above with profile in Express Entry pool.
