In its latest update, the Immigration Refugees and Citizenship Canada (IRCC) has confirmed that the Canada PR visa applicants in possession of expired Confirmation of Permanent Residence (COPR) and permanent resident visa (PRV) no longer require providing the Web Form or processing office email. Confirmation of Permanent Residence (COPR) is a document issued by IRCC, once an immigration application is approved for Canadian PR visa.

However, due to heavy backlog of received Web forms, the IRCC seem to have halted this process of sending the web forms. The IRCC probably want to clear the backlog before they could address further requests.
