Canada announced key changes in Comprehensive Ranking System (CRS) of Express Entry System w.e.f. November 16, 2016

Federal government of Canada as announced to the key changes in its online Express Entry immigration system, which will be applicable as of November 19, 2016. The IRCC (Immigration Refugee and Citizenship Canada) is renewing the Comprehensive Ranking System (CRS) of its popular immigration program Express Entry System.

The changes were expected for quite some time and now as the same have been announced, its going to have major impact on immigration to Canada through three of its major streams, i.e. Federal Skilled Worker (FSW), Federal Skilled Trade, and Canadian Experience Class (CES). The key changes made in the express entry instructions will be applicable with effect from November 19, 2016.

Major Changes in the Canadian Job offer points

Here are the key changes being made in the Canadian job offer points in the CRS system
  • The qualifying job offer from Canada will allocate you 200 points, however, the offers needs to be in the occupation category 00 of NOC (National Occupational Classification) of Canada. A occupations in this category are as follows:
    • 0011Legislators
    • 0012Senior government managers and officials
    • 0013Senior managers financial, communications and other business services
    • 0014Senior managers health, education, social and community services and membership organizations
    • 0015senior managers trade, broadcasting, and other services, n.e.c.
    • 0016Senior managers construction, transportation, production and utilities
  • For any other Qualifying offer of employment in Canada, the CRS points allocated would be 50.

Earlier the qualifying offer with LMIA approval used to allocate 600 points to the candidates. Now effective November 16, 2016, either 50 or 200 points shall be allocated to the applicants for the Canadian job offer without LMIA approval.

PR Application time after ITA

The time for submitting the permanent residence application on receipt of ITA (invitation to apply) has also been increased to 90 days. Earlier the candidates needed to submit the PR application to IRCC (Immigration Refugee and Citizenship Canada) within 60 days.

PNP will be an ultimate factor

The Provincial Nominee Programs (PNPs) will a crucial factor in Canada immigration and PR process. The PNP nomination will allocate you the 600 additional CRS points in express entry (Same as earlier). As the job offer points now reduced, PNP nomination remains the sole major factor in obtaining Canadian PR.

The CRS calculator has now been renewed as per the latest changes. You may refer to the latest CRS calculator with the changed point allocation.

Points for Canadian Study

For Canadian educational credential, points will be allocated as follows:
  • 0 points- In case the foreign national has asecondary school educational credential;
  • 15 points- In case the foreign national has an eligible credential froma one-year or two-year post-secondary program; and
  • 30 points- In case the foreign national haseither:
    • an eligible credential froma post-secondary program of three years or more,
    • an eligible credential from a university-level program at the masters level or at the level of an entry-to-practice professional degree for an occupation listed in the National Occupational Classification matrix at Skill Level A for which licensing by a provincial regulatory body is required, or
    • an eligible credential froma university-level program at the doctoral level.
Moreover, the points will only be allocated for Canadian study experience if, for the purpose of acquiring the credential, the overseas national:
  • Studied in Canada at a Canadian educational institution;
  • Was enrolled in full-time study or training for at least eight months; and
  • Was physically present in Canada for at least eight months.

Earlier, there were no extra points available for international students/graduates who had completed a study program in Canada.

The changes in this regard are in accordance with governments objective of offering the easier pathway to PR for the international students in Canada.

The Profiles in the Express Entry Pool will be updated

The profiles already registered in the Express Entry Pool will automatically get updated with the mentioned changes with effect from November 19, 2016.
