Express entry system has dominated Canada's economic immigration programs since its introduction in 2015. It has been the most organized, popular, and useful immigration pathway to obtain permanent residency in Canada. It is evident from the thousands of new candidates registering in federal EE system.
However, in last couple of years, the Provincial Nominee Programs (PNPs) of Canada are sneaking in to become a force to recon with among Canada's economic immigration programs.
Provincial Nominee Programs Ensure All win Situation
The Provincial nominee programs operate in coordination with the federal government and receive the annual quota as well for nominating the people for Canada PR. The PNPs are good at ensuring all win situation. It is good for federal government as its shares the burden of Express Entry system and also allows provinces to nominate skilled and talented immigrant workers from overseas in order to meet skill shortage across their territories.
The Provincial Nominee Programs allows the provinces to select the skilled people assess them through well-defined point system and subsequently nominated them for Canadian permanent residency. The immigration applicants aspiring to get PR in Canada, but not able to obtain the Invitation through express entry due to their low CRS score, has the option to apply in a PNP and obtain the nomination for Canadian PR.
Benefits of PNP
The applicants who apply and obtain provincial nomination through Express Entry stream of a PNP, get 600 additional CRS points in express entry, which makes them eligible to get Invitation to apply (ITA) from IRCC (Immigration Refugees and Citizenship Canada) in the very next draw of federal express Entry system.
The other streams of PNP also allocate nomination to the successful applicants and hence, makes them eligible to apply Canada PR directly to IRCC.
Key PNP changes applicable in 2019

Ontario Immigrant Nominee Program (OINP) changes
Ontario PNP had nomination quota of 6,600 applicants last year, however, the number raised to 6850 later in the year. Now, for 2019, the province has requested more PNP allocation, i.e. 7,600 to make this year even larger compared to 2018.
The key change that may affectthe Ontario Immigrant Nominee Program (OINP)applicant this year will be the removal of minimum CRS score requirement. Earlier, applicant needed minimum 400 CRS points to apply in OINP, however, now the minimum CRS requirement will be determined by the director for each draw. So, now, there is no 400 point hurdle for the applicant. This is the reason that in last few draws, the minimum score went down to 350 CRS points.

All the above PNPs have now introduced the new Express Entry aligned stream for their respective provinces.
Saskatchewan Introduced new EOI system
In 2018, Saskatchewan introduced new EOI (Expression of Interest) system for Occupation in Demand and Express Entry linked streams of Saskatchewan Immigrant Nominee Program (SINP). The new EOI based system has replaced the old first come, first served pattern of accepting applications. Now, the applicants submit their EOIs in the system and SINP invites the best EOI profiles from the system to apply for provincial nomination.
Prince Edward Island Improved its PNP System
Prince Edward Island - the key Atlantic province of Canada has also introduced the new EOI system for its PNP, i.e. Prince Edward Island Provincial Nominee Program (PNP). The PEI invites the Expression of Interest from the applicants in Express Entry pool and subsequently, select the best ones and issue them invitations to apply for provincial nomination.
